This information completely changes the nature of the problem.

munki _is_ successfully installing the updates. (In #1 above.) But the information in your pkginfo for the XMP Panels CS5 and Adobe Player for Embedding 3.1 is not sufficient/correct to allow munki to correctly determine that these updates have been installed, and so it thinks they are not installed and attempts to install them again. The Adobe installer fails with the generic 'Adobe Setup error: 7: Unable to complete the silent workflow' error. If instead it had failed with something like 'Adobe setup error: this update is already installed' or 'Adobe setup error: this update is not needed on this machine' you probably would have been clued in faster.

The '/Library/Application Support/Adobe/Uninstall/{6F064E9A-480A-4B35-9765-533F8D3F472E}.db' is equivalent to a package receipt, and is auto-generated by makepkginfo. If you have this same installs key, for some reason this receipt is not being written and you'll have to find something else to key off of. Similarly, for AdobePlayerForEmbeddingUpdate-3.1.0:
